We are pleased to announce that Eva Conley has been promoted from Financial Analyst to Business Plan Change (BPC) Analyst within the DOI’s Captive Division. In her new role, Eva will be responsible for handling all business plan change requests for captives, which can number 300-350 per year. In addition, Eva will continue to be responsible for performing annual and quarterly reviews of Risk Retention Groups and annual reviews of a portfolio of non-RRG captives.
In her new capacity, Eva will report to Greg Delleney, who had served as BPC Analyst until his recent promotion to Supervising Financial Analyst for Captives. Delleney noted that the BPC Analyst position requires “an aptitude for very focused, incisive, and quick analysis, coupled with the ability to make independent decisions and exercise sound business judgment. We believe she possess the right qualities to be successful in this critical role, and is well equipped to assume these new responsibilities, effective immediately.”
Eva holds a Bachelor’s Degree in Business Administration with a major in Finance from the University of South Carolina’s Darla Moore School of Business, as well as a Master’s Degree in Health Services Policy and Management from USC’s Arnold School of Public Health. Prior to joining the SCDOI in October of 2016, Eva was a Program Coordinator in the SC Department of Health and Environmental Control, where she was responsible for federal and state vaccine budgets totaling $75 million.
